JOINT SESSION SCHEDULED FOR MEMORIAL DAY

The Illinois General Assembly has adjourned for the week, six days beyond its originally scheduled May 17 deadline. Prior to today’s adjournment, Speaker of the House Michael Madigan announced that both the House and the Senate would return to Springfield on Memorial Day (Monday, May 27) at 6 PM for a special joint session, at which time Gov. George Ryan will deliver a new budget to the General Assembly.

The Speaker further announced that the Senate would pass that new budget on Tuesday, May 28, and that the House would schedule a hearing of the Committee of the Whole on the House floor on Wednesday, May 29. The House will then plan to vote on a new budget proposal on Thursday, May 30.

There is no suggestion that a budget agreement has been reached for Fiscal Year 2003. If an agreement is not reached before May 31, an extraordinary majority vote will be required for passage of legislation (including a new budget). Beginning June 1, a 3/5 majority vote is required.
