ICCTA Board Highlights
Nov. 11, 2002
The ICCTA Board of Representatives took the following
actions at its Nov. 9, 2002, meeting at the Swissotel in Chicago, Illinois:
- Endorsed the Illinois Community College Board’s FY 2004 operating budget
request, which proposes a systemwide 6.9 percent increase over the FY 2003
budget;
- Encouraged trustees to submit suggestions for ICCTA’s 2003 legislative agenda,
which the Board of Representatives will adopt in January 2003;
- Recommended that trustees and presidents make their hotel reservations early
for ICCTA’s February 11-12, 2003 Fly-In in Washington, D.C.;
- Heard that ICCTA’s January seminar will be a "Legal Update" on trends in college
foundations and collective bargaining;
- Discussed what the Trustees Association’s role might be in assisting colleges with
presidential searches;
- Learned that only two of nine community college referenda on the Nov. 5 ballot were
successful;
- Reviewed the implications of the November 2002 general election, which resulted
in Democratic control of the Illinois General Assembly and the executive branch of
Illinois government; and
- Were informed that the state of Illinois now faces a $2.5 billion shortfall in current year
revenue, and that Gov. George Ryan is expected to announce a 2 percent rollback in
FY03 state funding. Education may be spared from this round of budget cuts. ICCB
is recommending that colleges hold back 3 - 5 percent of their current budget in case
of future budget cuts.
The next ICCTA Board of Representatives meeting will take place on Saturday, Jan. 18, 2003,
