The ICCTA Board of Representatives took the following actions at its Nov. 15, 2003, meeting at the Swissotel in Chicago, Illinois:

• Voted to support attempts in the Illinois Senate to override the Governor’s veto of $3.7 million in "hold harmless" funds. This money – which was cut by Gov. Rod Blagojevich in the FY 04 state budget – is essential for full implementation of the new community college system funding formula. Trustees are urged to ask their state senators to support the override of House Bill 2671 during the Nov. 18 - 20 veto session;
  
  
• Endorsed three priorities for the Illinois Community College Board’s FY 05 operating budget request:
  1) Restoration of $3.7 million in FY 2004 "hold harmless" funds;
  2) Restoration of all or most of the $13 million Special Populations Grant that was cut in 2001; and
  3) Improvement of unrestricted grant funding for community colleges;
  
  
• Were updated on the search for a new ICCB president/CEO. Interviews have been completed with the top five candidates:
  * Dr. Marguerite Boyd, vice president of academic and student services, Truman College;
  * Dr. Charles Evans, director of university outreach and public services, University of Illinois at Urbana-Champaign;
  * Joe D. May, president, Colorado Community College System;
  * Geoffrey Obrzut, director of the Office of Developmental Disabilities, Illinois Department of Human Services; and
  * Tom Ryder, vice president for external affairs, ICCB
  The ICCB board will meet on November 18 to make its selection, with the announcement of the new president/CEO anticipated before the first week in December;
  
  
• Were invited to ICCB’s January 15 celebration in honor of retiring president/CEO Joe Cipfl;
  
  
• Heard that Gov. Blagojevich has appointed three new members of the ICCB: Hermene Hartman of Chicago, Marylou Lowder Kent of Springfield, and Suzanne Morris of Lindenhurst;
  
  
• Were informed that a vacancy has occurred in the office of ICCTA treasurer. The ICCTA Nominating Committee will accept nominations from interested candidates until January 2, 2004;
  
  
• Learned that President Jake Rendleman (Logan) will be appointing a committee in January to lead the search for a successor for retiring ICCTA executive director Gary Davis;
  
  
• Were told of ICCTA’s proposed seminar topics for 2004: January – Board/Foundation Relations, Introduction to Community College Accounting 101; March – Introduction to Community College Accounting 102; April – Community College Lobby Day; and September – Trustee/Media Relations. Other possible topics include diversity, board officer training, and bonding;
  
  
• Received a briefing on the Illinois Student Assistance Commission’s new College Zone outreach initiative. ISAC is working with community colleges to set up on-campus College Zone Outreach Centers throughout the state;
  
  
• Encouraged colleges to participate in the awards program for ICCTA, the Association of Community College Trustees, and the American Association of Community Colleges. The following community colleges have already submitted the names of administrative contacts for ICCTA’s 2004 awards: Black Hawk, Carl Sandburg, Elgin, Harper, Highland, Illinois Valley, John Wood, Kaskaskia, Lake County, Lake Land, Lewis and Clark, Lincoln Land, Malcolm X, Oakton, Parkland, Rend Lake, Richland, and Triton; and
  
  
• Thanked the law firm of Robbins, Schwartz, Nicholas, Lifton, and Taylor, Ltd., for sponsoring the November 15 breakfast.
