ICCTA Certificate of Merit
2002 Recipients

Dr. Donald G. Crist
Retired president
Carl Sandburg College

"Don Crist personifies the axiom, ‘Bloom where you are planted,'" says ICCTA president Richard Anderson.

Serving his entire career at one college, Dr. Crist rose from industrial program coordinator to president. This background in workforce training led to new partnerships between Carl Sandburg College and local business and industry.

Among those initiatives were the creation of an Educational Technology Center and the Center for Manufacturing Excellence -- both praised by President Clinton during his 1995 visit to Carl Sandburg College.

The school also experienced a 43 percent increase in student headcount during Crist's 1991 - 2001 presidency.

Crist's influence has been felt far beyond west central Illinois. A member of the American Association of Community College's Technology Task Force, he is an evaluator with the North Central Association of Colleges and Schools. In 2000 his peers elected him to a one-year term as chair of the Illinois Presidents Council.

Sharon Tarvin
Founding board chair
Heartland Community College

Tarvin served as board chair of the state's youngest community college from its creation in 1991 until November 2001. During those 10 years, she effectively articulated Heartland's mission to the media, civic leaders, and an initially resistant community.

In addition, she called upon the college to be accountable to its constituents, further improving public understanding and acceptance. As Heartland's enrollment grew from zero to more than 4,000 credit and 3,500 non-credit students, Tarvin successfully lobbied to ensure that the new institution was housed in a state-of-the-art permanent campus.

At the state level, Tarvin facilitated seminars on board/CEO relations and was elected chair of ICCTA's East Central Region for 1996-97. She also served on several association committees, including the Executive Committee.
